One that does not evolve or change has little use for the power. After all, your need for it comes from the idea that you - yourself - want it, for your own reasons. These reasons are a response to the world around you, a world that shaped and changed you and led you to reach those reasons. If you do not change or evolve, then you would have no reason to desire power. And that means you'd not wish for it.
